Airtel :MNP Denied & alternate offered plan not activated

I am using Airtel prepaid connection (9970392167) for the last two years but in comparision to the newly alunached Friends plan by Airtel i am paying much more for all services wiz GPRS , SMS and Voice.  So i wanted to change my plan for Friends plan as i wanted to retain my existing number . This request was rejected by Airtel with the reason that they dont support such movements of plans internally.  Left with no other option i decided to raise a portability request to switch my number to another service provider  , in response Airtel called me back and offered me a new plan which offered lower rates .

Call rates: 1 paise per 6 seconds to any mobile. 
GPRS: 500MB free per month
SMS: 1000 sms free per month




I accepted that plan as the rates were attractive  and was told that it would take 3 days for it to get activated on my number.I waited for more than weeks time, however the plan was not activated. So I called help desk, who raised a ticket CMBNR30327414835 and said theat I would receive a confirmation on activation of thee plan on 28the March 2012. However I did not receive any confirmation call or sms.

Later I raised several tickets to know thee status of MNP porting for my number. I received thee responses from Airtel that the MNP facility is not applicable for my number with any explaination . Now i want Airtel Prepaid team to alteast enable the plan which they promised or allow me to port to another provider . It is not accptable that you tie me to this system while not providing what i want . I request the Airtel management to respond to this.
